This
group was formed from both an architectural and disaster relief
standpoint in order to give a diverse view in judging the competition.
Together with cosponsors from Lauster Radu Architects and War Child USA
they met in mid-september 1999.
The
jury process was chaired by Heather Harding La Garde (War Child USA and
Chuck Lauster (Lauster Radu Architects). After giving a presentation on
the problem, the criteria set out and information gathered in the field
the group went through the boards on an individual level.
After
a short break, the group met together to go through the entries board
by board. In this group session each jury member made their case
(sometimes quite strongly) on particular boards they felt best solved
the criteria set in the competition. From this process, there were 40 entries selected.
From
this group the jury was instructed to find a winner and 3 runner ups.
However, after much debate on the many different approaches in the
entries it was decided that 10 finalists and 20 notable entries would
be chosen. It was noted that despite being no clear winner, the ten
chosen entries were all viable options and all had possibility of being
built.
